Impact Program Design

Designing effective programs means not only planning with precision, but also creating practical, inclusive, and high impact pathways to meaningful change

Overview

How we design impact programs

At SIDIA, this process begins with deep listening, contextual analysis, and data informed understanding. We work closely with our partners to co develop strategies that address real needs, strengthen local capacities, and align with broader development goals

Through a collaborative approach and structured frameworks such as the Theory of Change, we ensure every program remains focused, adaptive, and results oriented. We also develop customized Partnership Blueprints and flexible Implementation Roadmaps to mobilize resources efficiently. To measure outcomes, we apply rigorous evaluation tools, including Social Return on Investment (SROI), to capture the social, economic, and environmental value generated by each intervention

Many social initiatives still focus on symbolic activities rather than tangible results. Impact Program Design closes that gap by making the intended change explicit from the start: who benefits, what changes for them, how we will know, and what it takes to get there

What Impact Program Design covers

Each part of the service answers a question that every funder, partner, and community asks before a program begins

01

Roadmap Strategy

A clear path from the current situation to the change the program intends to create. We translate the Theory of Change and the Logical Framework into phased activities, milestones, and decision points, so every partner understands what happens first, what depends on what, and how progress will be reviewed along the way

You receiveA phased implementation roadmap with milestones and review points
02

Stakeholder Analysis

A structured picture of everyone who shapes or is shaped by the program, including communities, local government, donors, and private sector partners. We map interests, influence, and expectations, then use the findings to design fair participation and to build partnerships grounded in trust

You receiveA stakeholder map with an engagement approach for each group
03

Resource and Budget Plan

A realistic view of the people, funds, and partnerships the program needs, and when it needs them. We align the budget with program activities and expected outcomes, so resources are used efficiently and the plan stays transparent for donors and partners

You receiveA costed resource and budget plan linked to program activities
04

Risk and Mitigation

An honest assessment of what could slow or derail the program, from community readiness and regulation to funding and delivery risks. We identify each risk early, rate its likelihood and effect, and agree on practical actions to reduce it, so the program can adapt instead of stall

You receiveA risk register with mitigation actions and clear owners
How we work

From needs assessment to a program that can be measured

Every program follows the same connected path, so that good intentions turn into measurable and lasting outcomes

1

Community needs assessment

We listen first. Through consultation and contextual analysis, we build a shared understanding of real needs, local capacities, and priorities

2

Theory of Change and Logical Framework

We define the change the program intends to create, and the chain of activities, outputs, and outcomes that will lead there

3

Partnership blueprint and roadmap

We design who does what, with which resources, and in what sequence, so partners can mobilize resources efficiently

4

Measurement with SROI

We build the evaluation approach into the design from the start, so the social, economic, and environmental value of each intervention can be captured

Why it matters

Results based design is becoming the standard

Funders, regulators, and communities now expect programs to show what they achieve. Impact Program Design helps partners meet that expectation from the first day of a program

80%

of OECD member countries have adopted results based indicators for development aid reporting

OECD, 2023
91%

of impact investors prioritize measurable social and environmental outcomes

GIIN survey, 2023
48%

of Indonesian SDG indicators are backed by adequate data
