Monitoring, Evaluation & Learning

Monitoring, Evaluation, and Learning (MEL) is a strategic and adaptive approach designed to keep programs aligned with their goals, deliver intended outcomes, and drive continuous improvement

Overview

How we turn data into learning

MEL helps a program see its own progress clearly. Using data driven methods, we track progress, assess impact, and generate actionable insights throughout the program cycle, so partners can act while there is still time to improve results

The MEL process actively engages stakeholders and uses their input to refine strategies, respond to changing contexts, and improve overall effectiveness. It also strengthens transparency, accountability, and evidence based decision making, so partners and communities can see the real value of their work

We also implement MEL systems that enable transparent, accountable stewardship of social and donor funds. Honest tracking and clear reporting mean that donors, partners, and communities alike can see exactly what their trust has achieved

What Monitoring, Evaluation & Learning covers

Each part of the service answers a question that funders, partners, and communities ask while a program is running and after it ends

01

Developmental Evaluation

Evaluation that runs alongside the program instead of waiting until the end. We gather evidence while activities are still under way, share what we learn with partners early, and help teams adapt their strategies, so every program is not only well conceived but also effectively implemented and continuously improved

You receiveTimely findings and practical recommendations to adapt the program
02

Post Measurement Impact

A structured look at what changed once activities have ended. We measure outcomes against the goals set at the start and apply Social Return on Investment (SROI) principles to capture the social, economic, and environmental value the program has generated

You receiveA measured account of results against the original goals
03

Integrated Solutions

One connected MEL system instead of separate tasks. We link planning, monitoring, evaluation, and reporting, so information flows from the field to decision makers and stays consistent for donors, partners, and communities, with clear roles for who collects, reviews, and uses the data

You receiveA MEL system designed around the program and its partners
04

Impact Reporting

Clear, honest reports that show what a program set out to do, what it delivered, and what it learned. We present the evidence in a form that donors, government partners, and communities can use, in line with global standards, the SDGs, ESG principles, and donor compliance

You receiveAn impact report written for donors, partners, and communities
How we work

From clear goals to evidence that guides decisions

Every MEL engagement follows the same connected path, so that tracking leads to learning and learning leads to better programs

1

Agree what success means

We listen first. Together with partners and communities, we agree on the goals, questions, and outcomes that matter, so the evidence we collect answers the right questions

2

Design the MEL system

We choose practical indicators, data sources, and collection methods that fit the program, its context, and the people who will use the results

3

Track and learn together

We monitor progress throughout the program cycle and hold regular reflections with stakeholders, so findings turn into adjustments while the program is still running

4

Measure and report

We assess results against the original goals and report them clearly and honestly, so partners and communities can see what the program has achieved

Why it matters

Results based design is becoming the standard

State owned enterprises in Indonesia must now use results based evaluation for their social programs. MEL gives partners the evidence to meet that requirement and to show what their programs achieve

80%

of OECD member countries have adopted results based indicators for development aid reporting

OECD, 2023
91%

of impact investors prioritize measurable social and environmental outcomes

GIIN survey, 2023
48%

of Indonesian SDG indicators are backed by adequate data
